Iraq's Shiite-led government has turned the country into a "budding police state" cracking down on dissent to avoid its own Arab spring, an international rights groups said Sunday. Human Rights Watch's annual report claims that Iraqi security forces routinely abuse protesters, harass journalists, torture detainees and intimidate activists. "Iraq is quickly slipping back into authoritarianism," said Sarah Leah Whitson, the group's Middle East director. "Despite U.S. government assurances that it helped create a stable democracy (in Iraq), the reality is that it left behind a budding police state."

I served in Iraq.
I spent a great deal of time engaging in KLE missions on Iraqi Army posts.
The above sentiment was also expressed many of by Iraqi soldiers I met with on those mission. After thousands of years of sword/9mm governing, it is who they are.
The fact of the matter is, you cannot force maturity on a culture. They will mature at their own pace...a pace that will take many more generations.
The only hope of a stable Iraq is a strong and unending U.S. presence.
All evidence to date proves this to be true.
Saddam was effective because he killed the citizenry and insubordinate military members indiscriminately. Iraqis knew this and Iraqis submitted. It is what they know.
The U.S. has not taken that stance. This compassionate weakness has allowed for the natural, cultural mayhem we see today.
Make no mistake, it was never about WMD, oil or Saddam Hussein. It was always about concurring Iraq, setting up a U.S. presence and being within slapping distance of Syria and Iran. The withdraw we have executed was a trial run to test the readiness of our government there. They are failing. After a trillion dollar investment to establish a strong U.S. presence in the heart of Mecca, look for the U.S. military to reenter and resecure that investment.

As for keeping an eye on Syria and Iran-saudistan and Kuwaitistan are about as close and even herbie Bush knew that the Iraqi shia were solidly linked to Iran.

It doesn't take a psychic to predict that Iraq is headed back to a dictatorship. It's only a matter of time. This time, the Shiites will be at the helm but I predict that the government will be just as bad or worse than that of the Baath party under Saddam. It is unfortunate that our U.S. service member's lives were wasted trying to introduce a form of government that is completely incompatible for the people of Iraq. It is way past time to pull all U.S. personnel out of that quagmire and let them fight it out. In the end, the Shiites will likely win and the government they form will probably look similar to that of the Persians to the north.

Or perhaps you forget (conveniently) just how this nation came to be. Yep, I guess the "settlers" just strolled their way across an empty continent, completely devoid of human life, but certainly rich in resources. And we all have lived in complete harmony since those first days. Especially that time when the North and the South really, really loved each other to death. Such a sweet time that was. And the blacks, they too surely came here on their own ships, pursuing that dream of life and liberty and the pursuit of happiness, and treated as equals and well respected. Yep, it has been positively idyllic and peaceful it has. Well, except for all those trivial wars and campaigns the US was inadvertently pulled into, such as this short list from Wiki:
