Actually they could have stayed. The Iraqi leadership was indeed split on the issue of allowing troops to stay but the fact is they could have stayed. The Deciderer DECIDERED not to because the Iraqis would not grant immunity to the troops.

Obama made the decision to withdraw our TROOPS from Iraq (based upon the timetables that Bush had already set).

Neither he (nor I)) said that he was withdrawing all Americans from Iraq yet.
