In answer to your question, Natalie's parents had divorced and apparently the father was obligated (as part of the divorce agreement) to pay for his daughter's health insurance premiums. He could only have his child support obligations declared null and void if his daughter was legally declared dead by the courts since they never found her body.

I guess there's something wrong with California, because in Illinois, where I grew up with a mother receiving child support payments, if I was not physically living with my mother, my biological father was not required to pay anything that month. Seems like common sense to me; child support is for children who are actually present, not adults who are gone.
