Because the taxpayers of that municipality decided in the past that such services would be beneficial to the community.

Because the taxpayers of that municipality decided in the LAST ELECTION, to put a person in office TO DO WHAT THEY WANT NOW and that such services would NOT be beneficial to the community in that in is connected to Planned Parenthood and all the problems that go with PP.
Just the other day the Libtarts where screaming that some office holder some where was using "their tax dollars" to send Christmas cards.
OMG I'm out raged and start spouting their made up, make believe guaranteed separation of church and state BS that they blindly believe in as fact.
But the same libtarts say it just fine that a person should be forced to have their tax dollars used to "murder unborn children" as they see it.
