More than a century after Teddy Roosevelt's famous "New Nationalism" speech, President Barack Obama sounded similar themes Tuesday in the same town in the Republican heartland of Kansas, delivering a populist speech that called for extending the payroll tax cut set to expire at the end of the year. "This is a make-or-break moment for the middle class, and all those who are fighting to get into the middle class," Obama said in Osawatomie, Kan. "At stake is whether this will be a country where working people can earn enough to raise a family, build a modest savings, own a home, and secure their retirement."
