It doesn't need new paperwork requirements that will necessitate the average business to generate 20,000 new tax documents, reporting almost every minor transaction. Obama hates freedom, and that means he hates small business. He's already destroyed and/or taken over roughly 80% of "private" business, and with his new "accountability" regulations, the rest is well within his reach.
