To announce new settlements at a time when it seems that peace talks might be possible in the near future is a deliberate move designed to anger the other side into backing away.

99% of the time. For years, the Palestinians weren't even trying to negotiate, mostly because they don't have a real leader. There was a recent announcement that the Palestinians were opening up to negotiations again. The real question is whether those numbnuts could have sent anyone to the negotiating table that could actually deliver peace because usually what happens is that Hamas is allowed to veto any arrangement the two sides are discussing.

Israel's response was to announce more settlements in hopes of riling the Palestinians, who are a bunch of easily manipulated jackasses. That they timed this with the Biden visit was also a blatant and intentional slap in the face.

Funny thing is, I usually get accused of being zionist on this site over my criticism of Palestinians due to my refusal to think of them as grown babies who are not responsible for their actions.
