Monday's report offers no clear trends however since it found a a wide variety of changes in each agency's decision to release or deny access to information. White House officials took exception to parts of the report, saying it was too early for an assessment.

So, how much time is enough time? Sometime after 2012?

I believe that empty campaign promises made by B.O. amount to a stack of lies.

I also believe that you make a piss poor apologist for the idiot-in-chief.

I don't usually read another word after "The One". Displays a bias borne of FoxNews, and repeated by idiots. Is it so hard to say President? Or, did you save that for Bush only? And you wonder why I don't take you seriously or give you the respect I might for someone who doesn't resort to hyperbole.

You evidently can't understand when that when you have over a trillion dollars a year in unfunded liabilities left by your predecessor you're going to have trillion dollar deficits.

Among the most frequently used exemptions: one that lets the government hide records that detail its internal decision-making. Obama specifically directed agencies to stop using that exemption so frequently, but that directive appears to have been widely ignored.

Major agencies cited that exemption at least 70,779 times during the 2009 budget year, up from 47,395 times during President George W. Bush's final full budget year, according to annual FOIA reports filed by federal agencies. Obama was president for nine months in the 2009 period

once more he trumps bush.

Surely you jest. There is nothing mixed about Obama's administration transparency unless, of course, one considers his transparent transgressions against the Constitution, freedoms and the Republic.

Here's what they don't want you to know. Our financial system cheated our foriegn creditors. They would have cut off all credit so the Fed and Treasury rushed in to make the funders of our wars whole. The only way the USA and Israel can continue to operate as the planets policeman is with borrowed money, yet both refuse to stop. The USA because that's what the Military Industrial Complex imposes on Washington. The official 18% budget cost is seriously understated because many organizations operate outside the official defense budget, while being a huge part of it. The DOE for example is responsible for the entire nuclear weapons program, yet not part of our defense budget. Iraq and Afghanistan have been treated as separate budget line items. The CIAs budget is secret and so forth.

Why do we do this? For corrupt political reasons which have nothing whatsoever to do with our national security. We are a threat to Iran, but they have never been a threat to us. When we say all options are on the table, that is a threat. We have assassinated their Democratically elected leaders twice and installed the Shah against the will of their people. After what we did to Iraq, if they aren't working on an atomic bomb, they are fools.

Israel is smaller and even more belligerent than we are, yet funded and protected by the USA. Their citizens enjoy a higher standard of living than we do, including health care.

All this was a wasted effort to control the flow (not the price) of oil. We have gained nothing from these expenditures. Our victims lives are markedly worse and they hate us for it.

Obama's Broken Promise: Federal Agencies Not More Transparent Under Obama Administration

WASHINGTON Federal agencies haven't lived up to President Barack Obama's promise of a more open government, increasing their use of legal exemptions to keep records secret during his first year in office.

An Associated Press review of Freedom of Information Act reports filed by 17 major agencies found that the use of nearly every one of the law's nine exemptions to withhold information from the public rose in fiscal year 2009, which ended last October.

Change we can believe in.

He may have ordered the government to do it but he hasn't complied himself.

I don't think the record is mixed at all. 0bama is transparent so far as to show how corrupt he and his administration are. The lies are clear as crystal. The left is fully exposed to the American people, so now they recognize what liberalism is and how destructive. The American people are now fully engaged in this conversation and have awakened finally.

He promised transparency, and I say he is absolutely delivering.

It would be a gigantic mistake to believe that Barack Obama, Nancy Pelosi, Harry Reid or anyone else of prominence in today's Democratic Party actually gives a damn about the fate of the American people.

These idiots don't know how to save their own skins by governing well. Few things have amazed me more than how incompetent President Obama has been, given Candidate Obama's near-perfect campaign. So here is the Complete Idiot's Guide To Governing:

FIRST, PICK AN ISSUE THAT PEOPLE CARE ABOUT.
Is the American health care system a problem for this country, in the long term? You betcha. But, most people are completely focused and fearful about their jobs.

SECOND, STAKE OUT THE HIGH MORAL GROUND.
If you're trying to do something as president, especially if you're trying to do something big, you have to sell it bold. You need to be offer a big solution to a big problem. Your position has to be morally defensible.

THIRD, KEEP IT SIMPLE.
Legislating properly involves attention to detail. If you can get across to people that your bill will accomplish one, or three really basic and necessary objectives, they won't care how many pages it runs. If you can't do that, they won't care how many pages it runs.

FOURTH, USE THE BULLY PULPIT.
The Obama team doesn't understand the modern presidency. FDR, LBJ, Reagan and Lil' Bush what they wanted because they understood these principles. You have to talk about your bill incessantly. You have to talk about it with gravitas. You have to go over Congress's head and get people to lean on them until they fear it will cost them to be on the wrong side of public opinion. Think of the obsessive campaign lil' Bush ran to sell the Iraq war. Big speeches, loads of public appearances, relentlessly beating the same drum. No distractions. Message coordination with pundits, intellectuals and activists. Total media domination, intimidation and delegitimation of anyone who dared oppose the policy. Ironically, Obama hasn't expressed one-tenth the intensity that Bush brought to policies the public didn't want and jammed them down their throats.

FIFTH, LEAN ON YOUR OWN PARTY.
LBJ would get right up in faces, towering over them, and causing political figures normally otherwise possessed of large egos to minimize the amount of LBJ's spittle that ended up on their foreheads. The guy knew how to intimidate you. He knew how to stroke you. He knew what you cared about. He knew your pressure points. He knew how to appeal to your sense of history. He knew how to take advantage of your pettiness. He knew how to twist your arm. And, if necessary, he knew how to rip it right out of its socket. He just knew how to pocket your vote. Obama is the polar opposite of LBJ. He is not only being dictated to by Congress, but he actually set it up that way. He has stood for nothing in his negotiations on major bills, and that is precisely what he has in his pocket so far as he slinks back home, beat and bruised, wobbling down Pennsylvania Avenue. You wanna win? You gotta discipline your own troops first.

SIXTH, MAKE THE OPPOSITION PAY.
Right now, regressives are taking outrageous pot-shots at Barack Obama, Democrats and all of their initiatives. And why not? No one ever calls them on it. No one ever makes them pay. No one ever shames them when they say ridiculous things. No one ever puts them on the wrong side of history.

SEVENTH, BET THE FARM.
If you're pushing some big legislative package, you might as well act like you're betting the farm, cause you are. Look at the Democrats today. They've hardly telegraphed to anyone that these are all-in questions, for which they're willing to risk a lot, and punish a lot. And yet they are, in fact, high-stakes gambles, because their opponents have made them that.

And that's it, folks. That's how you govern in Washington. That's how you win.

Obama is an awfully nice guy. He seems like a good father. Maybe he's even a swell dancer, too.
He just doesn't know squat about how to govern.
