The story reads as if the stooge was the instigator of the cover-up in the first place and is now testifying that his subordinates did what they were instructed to do by him. That's gross.

They should all go to jail, but the ringleader of the cover-up shouldn't be able to cop a deal just because his crimes were so obvious, his actions so stupid, even the feds could figure it out. It is like he is getting credit for being the dumbest one of the lot.

I can only imagine the situation, but I suspect that of the 6 shooters a couple of those guys were just standing there and all of a sudden their buddies are in a gun-fight. What were they supposed to do, conduct an inquiry before helping out their mates? "hey you three keep shooting I'll go down there ask what's going on..."
