When this guy was killed back in October I remember thinking that if he opened fire then the FBI was justified in shootting him. However, 21 times seems rather excessive. I don't know, I wasn't in the gun battle, I don't know what took place, but my innitial reaction to this is that it is rather excessive.

I feel we have to pass legislation for future shoot-outs. The PERP should be required to shout out loud how many times he's been hit and the law enforcers should be required to stop after X number of hits---the number of hits will have to be decided in conference committee to be brought on the floor for final consideration---leftists would probably put the count at 1 (a "mere " flesh wound would count) and the right would probably feel an unlimited number would be permitted until the PERP hit the floor and would be required to shout "help, I've fallen and I can't get up".

21 times is NOT really overkill. A few years ago a black immigrant in NYC was killed by NYPD for holding out his wallet. They shot him over 50 times. In the end it was because he was pinned to the wall by gunfire, which kept him upright and moving, so they kept shooting him. That was a sad case, mistaken identity, immigrant in a drug area, confronted by four detectives, they holler at him, he holds out his wallet to show them who he is, they mistake it for a gun (he was in a darkened doorway), one of the detectives trips while stepping backwards, falls and accidentally squeezes off a round, his partners think he's been shot, and they open fire.

In this case, it depends on what kind of resistance they were facing and how many guns were shooting at him. If there were four guns, then that's just five rounds each. If the FBI was using automatic rifles, which since this was a raid, I'm sure they were armed to the teeth, then just a few short bursts gets you to 21 pretty fast.

The police, FBI, etc, are all trained to shoot until the suspect is down. From an automatic with anywhere from 11 to 19 rounds, shooting five or six times in a few seconds is very easy. Add five or six officers and suddenly you have a well ventilated suspect. Add to that the fact that the FBI were most likely very well armed with automatic weapons and the number of rounds fired can become impressive indeed. Dick shots are just pure luck, however.
