There's a number of reasons why crime in ny decreased during the Giuliani administration. Any action taken by him played only a part.

Most of the Republicans actually are, but use religious fundamentalism to further their funneling activities and to stay employed.

They are also generally pro-gay rights but play us with their fundamentalist rhetoric because "conservatives" are in fact self-deluded morons who don't really care to know their elected officials - they prefer the lie.

How does Giuliani qualify as an expert on security? If someone was hired to guard the museum and someone stole the Mona Lisa, would not that be a slight smudge on the record?
