Russian Military Analysts are reporting to Prime Minister Putin that US President Barack Obama has issued orders to his Northern Command's (USNORTHCOM) top leader, US Air Force General Gene Renuart, to "begin immediately" increasing his military forces to 1 million troops by January 30, 2010, in what these reports warn is an expected outbreak of civil war within the United States before the end of winter.

According to these reports, Obama has had over these past weeks "numerous" meetings with his war council about how best to manage the expected implosion of his Nations banking system while at the same time attempting to keep the United States military hegemony over the World in what Russian Military Analysts state is a "last ditch gambit" whose success is "far from certain".

Rand Doc: A Stability Police Force for the US

RAND Corporation is a research arm of the Military-Industrial-Homeland Security Complex.

The SPFOR (to use the inevitable acronym) would be a "hybrid" military/law enforcement unit created within the U.S. Marshals Service (USMS) for use "in a range of tasks such as crowd and riot control, special weapons and tactics (SWAT), and investigations of organized criminal groups" both abroad, in UN-directed multilateral military operations, and at home, as dictated by the needs of the Regime.

Initially as small as 26,000 personnel, the SPFOR's size "could be increased by augmenting it with additional federal, state, or local police from the United States" as necessary.

The study, which was conducted for the U.S. Army's Peacekeeping and Stability Operations Institute, recommended using the Marshals Service rather than the US Army's Military Police as host for the SPFOR in order to avoid conflicts with the Posse Comitatus Act, which forbids (albeit in principle more than in practice) the domestic use of the military as a law enforcement body.

"The USMS hybrid option provides an important nondeployed mission for the force: augmenting state and local agencies, many of which currently suffer from severe personnel shortages," states the report without explaining how the SPFOR could at once "augment" those under-manned agencies while at the same time being "augmented" by them if necessary.

Building the SPFOR within the Marshals Service "would place it where its members can develop the needed skills under the hybrid staffing option. Furthermore, the USMS has the broadest law enforcement mandate of any U.S. law enforcement agency. This model provides significant domestic policing and homeland security benefits by providing thousands of additional police officers across the United States."


Back in 1961, the U.S. Government produced a document entitled "Freedom From War" that envisioned the creation of a globe-spanning United Nations "Peace Force" that would work in collaboration with a militarized "internal security" force in each country.

You asked in another discussion whether EU Times is a credible source. It's an online newspaper founded in October 2009 and the source that it cites for this story is American Resistance Radio, which appears to be a one-man operation.

So, no, I don't regard this story as credible.

However, to protect yourself, I suggest purchasing all the weapons and ammunition you can, and keep them with you at all times. Especially in your car. Also, get to wherever you are going as quickly as possible. The police will understand your reasoning when they pull you over for speeding, your expenditures will help boost the economy, you will keep those weapons out of the hands of bad guys, and be protecting your family and America. Also, buy a flag to wave so other people know you are a good guy.

First of all, your statement is completely brainless and anti-productive. You discredit the role of the logical skeptic as we would tend to agree on issues as the 911 Commission Report mythology.

The story has been up for over 24 hrs. Boob had no comment until rCade comes in here and suggests only that the source is not verifiable. Can't wait until all your lefty buddies jump on your bandwagon.

Really, the question is whether there was such an order to Northcom. The rest of the story is simply a first-hand anecdote of what we have all been witnessing.

Look at it logically. Is Barack Obama really worried about civil war? He very well could be. Washington politicians and bureaucrats are the most paranoid people on the planet. The problem is--as with most power-hungry Machiavellians--their paranoia often translates into more oppression and less liberty for the citizenry.

You also ignore the massive Rand Corporation's 'A Stability Police Force for the US: Justification and Options for Creating US Capabilities' document that would provide some evidentiary credibility to the notion.

I have a friend in Ireland that echos the pretence of the article. I'm not sure we're even close to that extreme yet. I seriously doubt Obama would trust the military to follow his orders if it were ordered to go against the American people.

I don't have that doubt. The military wouldn't see itself as going against the American people. They would see themselves as quashing rebellion against authority.

Of course this is all in the rumor stage. I do know that the FDIC is running out of means to keep up with failing banks. A rumor from another source says that they don't plan on insuring deposits starting in January. If this turns out to be true, as soon as word spreads, there would be a run on banks.

The banking panic of 1933 has similar origins. Near the eve of Roosevelt's election, rumors of his plans to shut down the banks precipitated the run on the banks. Roosevelt denied it all the way to the day he declared a banking holiday.
