Even if it were true that she was highly qualified, surely Baucus and his team must understand the perception this creates and how it undermines not only his standing as a legislator, but casts doubt as to whether she truly is in that role based on merit.

This was a stupid and wrong-headed thing to do by Baucus. As someone said earlier, did not someone on his staff realize what a bad idea this was and point it out?

Baucus is a choad for trying to hook up his skank to a plum federal job, but this isn't Watergate. He does deserve all the ridicule-heaped-fallout for making a very poor decision. Does he deserve to be censured? I dunno. Does he deserve public castigation? Yes.
