Well, I think that in thier Parliamentary system the Houses have to pass funding bills to authorize spending. The Bush Administration lied to Congress prewar and used Executive Powers post invasion to block pertinent testimony. When all the facts are uncovered Bush, Cheney, and friends should be liable to face war crimes charges. Americans know we were lied into Iraq.
