In Pakistan, all of the slums are on the outskirts of the city. That way, if the poor people get angry, all their firing is done outside the city. Its used to be the same way in parts of the USA 70+ years ago with many of the poor people kept far away from the city. Now America wants to repeat this technique by privatising projects, putting poor people in abandoned McMansions with nothing but 50+ miles of desert, a 5,000 ft. mountain between them and civilisation; with no public transportation to a city. This is what was started by Pakistan's first military dictator, General Ayub Khan, in Karachi and now America seems to be copying the tactic of its old buddy.

You're an idiot. Maybe your are just ignorant, or maybe you have no clue about development in this country in terms of housing. No matter where we "put" poor people someone's going to raise a stink. It's not some grand scheme, in fact, the trend is that poor people stay IN the city while the smart people with the resources are the ones on the outskirts, fleeing to suburbia.

I'm actually sympathetic to this notion. My rent is a function of two forces, the market, and rent control/stabilization. Poor people in NYC have got it made. They can live in an apartment for decades, often paying a third or less what the market value is for the apartment, and people like me are forced to make up the difference in order for a landlord to make a profit. As long as there is good public transportation, I don't see what is wrong with moving the poor to the outskirts.
