In a country where women's rights is still in its early stages (again, not an insult), it's bound to go unreported more often.
In a country where women are lawmakers and have been elected into the highest office, (unlike the US... not an insult) I'm afraid Pakistan is legally ahead in women's rights than the US is.
For example, a pregnant woman can't go to jail and Pakistan has never executed a woman for any crime... unlike the US (again, not an insult).
I agree, however, that cops in Pakistan, are not as good as American cops, which is why we created other institutions like the CPLC (Citizen Police Liaison Committee), which gives respected citizens the power of magistrates and cops.
So what you say about cases going unreported... I would say perhaps more cases are reported in Pakistan, than in the US.
It is the nature of this crime... rape... that women are sometimes reluctant to report. Nothing against cops.
There is also more cultural confusion in the US about rapes... is a "date rape" a rape, for example. Which is why so many rapes go unreported in the US as well. (again, no insult)

It depends on the unequal distribution of wealth, perhaps, and THAT is far more so in the US than in Pakistan.
Over here, most people are the same. Poor, middle class, etc.
In the US.. you have very privileged and then you have the ghetto-ized people and then you have illegal immigrants... that sort of thing is a heavy factor. (again, no insult)
No... again no insult... however you want to skew it, the numbers can't be argued with.
If you feel uncomfortable comparing the oh so Mighty United States against a tiny worm like Pakistan... LOL... how about comparing the crime statistics of US vs Canada?
You will find crime of all sort in Canada much less than in the US (again no insult).
