Why not begin a repatriation program.

By the way, the courts have determined that essentially all "residents" are entitled to the full panoply of "rights" as citizens with some few exceptions such as voting. I know POUR services haven't improved or declined very much---I haven't heard of many other countries doing anything radical in changing their health care. Americans who don't care about the health care of all Americans, shouldn't be allowed citizenship. Just because you are born in this country is les and less a qualification for being an American as far as I'm concerned. You should be granted a limited citizenship until you are 21, and then take a test, just like all foreignors have to take before they can become citizens.
