Anybody with an ounce of common sense knows this whole deal was carefully worked out behind the scenes by Hillary and Obama. There was no "negotiating" done by Bill when he got there. It was a done deal, and he just became the public face for the event.

There was no way Bill was going to be sent into a situation where negotiations might fail and the US would come off looking bad.
