The Central Intelligence Agency withheld information about a secret counterterrorism program from Congress for eight years on direct orders from former Vice President Dick Cheney, the agency's director, Leon E. Panetta, has told the Senate and House intelligence committees, two people with direct knowledge of the matter told the New York Times Saturday.

I don't like the czar positions (an idea that was around before Obama). The Cabinet system was working OK without ladling an extra level of bureaucracy at the top that doesn't require Senate confirmation.

But the idea that there's some kind of mad power grab here -- without accountability -- seems absurd to me. Obama is accountable for what these people do. Just as he's ultimately accountable for any appointment he makes. And these people are accountable to him. It's not exactly secret shadow government.

Nope. Congress is trying to get briefings to full committee. But OB opposes as he should. I will let the article speak for itself.

The law requires the president to make sure the intelligence committees "are kept fully and currently informed of the intelligence activities of the United States, including any significant anticipated intelligence activity." But the language of the statute, the amended National Security Act of 1947, leaves some leeway for judgment, saying such briefings should be done "to the extent consistent with due regard for the protection from unauthorized disclosure of classified information relating to sensitive intelligence sources and methods or other exceptionally sensitive matters."

In addition, for covert action programs, a particularly secret category in which the role of the United States is hidden, the law says that briefings can be limited to the so-called Gang of Eight, consisting of the Republican and Democratic leaders of both houses of Congress and of their intelligence committees.

After the unemployment crusts at about 13% sometime next year, many so-called independent voters will start twist in the wind and begin to look for other satisfying means. This would be the time that libertarians/conservatives should be preparing for and take advantage off-perhaps the last chance in generation to mitigate the wrongs committed in the name of good intentions. Because the 'program' was nothing but an idea on paper. Hence, no 'operational briefing'. This is what allows Panetta to offer this program as a sacrificial lamp to congress as an olive branch.
