President Obama promised he would end "Washington games." But his abrupt firing of the AmeriCorps inspector general is more of the same. The brewing scandal smells like the Beltway cronyism of the Bush years. And the apparent meddling of first lady Michelle Obama in the matter smacks of the corruption of the Clinton years.

If Obama keeps up with this "change," we'll be back to the Watergate era by Christmas.

The second program Walpin challenged is the nonprofit St. HOPE Academy, run by Obama supporter Kevin Johnson, the Democratic mayor of Sacramento and a former NBA basketball star. In a special May 2009 report, Walpin's office blew the whistle on a highly politicized U.S. attorney's office settlement with Johnson and his deputy, Dana Gonzalez. The pair exploited nearly $900,000 in AmeriCorps funding for personal and political gain. Based on Walpin's investigation last year, CNCS suspended their access to federal funds after determining that they were:

-- Using AmeriCorps members to "recruit students for St. HOPE Academy";

-- Using AmeriCorps members for political activities in connection with the "Sacramento board of education election";

-- Assigning grant-funded AmeriCorps members to perform services "personally benefiting Johnson," such as "driving (him) to personal appointments, washing (his) car and running personal errands"; and

-- Improperly using AmeriCorps "members to perform non-AmeriCorps clerical and other services" that "were outside the scope of the grant and therefore were impermissible" for "the benefit of St. HOPE."

But in the wake of Johnson's mayoral victory and Obama's election in November, the U.S. attorney's office in Sacramento rushed to settle with the new mayor so he could avail himself of federal stimulus funds and other government money. It was, Walpin said in his special report last month, "akin to deciding that, while one should not put a fox in a small chicken coop, it is fine to do so in a large chicken coop! The settlement leaves the unmistakable impression that relief from a suspension can be bought."

Shortly after, the White House announced that it had "lost confidence" in Walpin. With Walpin's removal, the top management positions at CNCS are now open. The decks are clear to install lackeys who will protect the government volunteerism industry and its Democratic cronies. And a chilling effect has undoubtedly taken hold in every other inspector general's office in Washington.

GOP Sen. Charles Grassley of Iowa is pressing Obama for more details. Tough questions need to be asked of the first lady, who has "taken the lead" in selecting AmeriCorps' managers, according to Youth Today. Her former chief of staff, Jackie Norris, will serve as a "senior adviser" to CNCS beginning next week. What role did they play in Walpin's sacking? And why?

Mrs. Obama's interest is more than passing. She ran the AmeriCorps-funded nonprofit Public Allies in Chicago from 1993-1996 and served on its national board until 2001. Like so many of the AmeriCorps recipients investigated by the inspector general's office over the years, Public Allies was found to have violated basic eligibility and compliance rules. A January 2007 audit reported that the group lacked internal controls verifying that recipients of education grants and living allowances were legal citizens or permanent residents as required by law.

Transparency. Accountability. Fiscal responsibility. In Obama World, these are proving to be nothing more than words. Just words.

So the guy gets fired for doing his job and protecting our taxpayer money.


And this explains Michelle's involvement and why Grassley is demanding her emails.

Walpin was criticized by Acting US Attorney Brown for his handling of an investigation into the use of AmeriCorps funds by a community group called St. HOPE Academy, founded by Kevin Johnson, former point guard of the Phoenix Suns, who was elected Mayor of Sacramento last November and is an ally of the president's.

In that April 29 letter from Brown to Kenneth Kaiser, chair of the Integrity Committee for the Counsel of the Inspectors General on Integrity and Efficiency, the Acting US Attorney wrote "to express my Office's concerns about the conduct" of Walpin in the handling of the Johnson case.

"In our experience," Brown wrote in the letter obtained by ABC News, "the role of an Inspector General is to conduct an unbiased investigation, and then forward that investigation to my Office for a determination as to whether the facts warrant a criminal prosecution, civil suit or declination. Similarly, I understand that after conducting such an unbiased investigation, the Inspector General is not intended to act as an advocate for suspension or debarment. However, in this case Mr. Walpin viewed his role very differently. He sought to act as the investigator, advocate, judge, jury and town crier."

On August 25 Brown's office met with Walpin and two investigators and "expressed our concerns that the conclusions in their report seemed overstated and did not accurately reflect all the information gathered in their investigation." For example, Brown wrote, Walpin's office had not actually done an audit to establish how much AmeriCorps money was actually misspent.

The next time Brown heard from Walpin's office, Brown wrote, was through the Bee a from a press release in which Walpin advocated to have St. HOPE, Johnson and Gonzales placed on the list of parties suspended from receiving federal funds -- a serious move that Brown suggests his office did not know about until reading it in a press release.

On September 26, Brown said, the then-US Attorney McGregor Scott "emphatically informed Mr. Walpin that under no circumstance was he to communicate with the media about a matter under investigation and that his acts "were hindering our investigation and handling of this matter."

Obama gave the guy the option of resigning if he didn't want to be fired. Walpin refused to resign so Obama started the 30 day notification process last week.

I said up front in the first of the 5 times this has been posted that I think this should be looked into. But I'm amazed that you and others continue to portray this guy as some innocent official who got blindsided while just doing his job.

He was in trouble for exceeding his authority, not following the rules, and disobeying a directive from the US Attorney. He had been referred to the Integrity Committee by one of those USA's.

Add to that that this didn't stop the investigation because it was already completed and a settlement reached between the organization and the US Attorney's office.

And yet you just can't bring yourself to comment on the other side of the story.

Although the US Attorney DOES day that Walpin didn't even bother to do an audit to see how much of the funding was misused.

So don't attempt a straw man argument. Nobody said there wasn't a problem with the organization's use of the funds.

The IG was fired due to going public with the putting the mayor on a "can not received federal funds list" without so much as an audit to influence an election.

Wrong, Nanc. The Board of Directors of the Corporation for National and Community Service(CNCS) reported that he acted in a confused and disoriented manner at a meeting with them.

Based on that, and the fact that he had previously been reprimanded for his behavior and job performance by TWO different Bush-appointed US Attorneys, AND had been referred to the Board of Integrity for questionable behavior by one of those USA's, that Board of Directors UNANIMOUSLY recommended that he be removed from his position.

That board consists of a bi-partisan group of people. A Democrat is the chair, a Republican is the vice chair. As noted above, both of these people "strongly endorsed" Obama's actions.

And Walpin HAS been given 30 days notice. He was first given the option to resign last week. When he refused, the administration began the 30 day process.

Please note that Congress does NOT have to approve the firing. They just have to be notified and given the reasons.

Now, combine all that info with the fact that the investigation of Kevin Johnson and his organization is OVER, and a settlement determined by the US Attorney's office (they determined there was no deliberate fraud, by the way) so firing Walpin doesn't help Johnson in any way.

So unless the contention that all this is just "revenge", I would say the case here is pretty flimsy. All that being said, I still think, as I said from the beginning, there should be follow up looking into this.

sar - have you seen the man and/or listened to the interviews he's been given? he's as lucid as a 30 year old. it also seems to me that AFTER they declared him to be confused and disoriented, still sent him to important meetings to give presentations to large groups of people. this was an unfair firing.

Shouldn't keep this offtopic going, but this made me cry... GWB went to Congress and got approval before taking the actions you would be referring to. "Radical religious extremists"... you mean "Christians"? that founded this nation? Rush never said he wished to see America fail... so tired of this..
