Obama can have any opinion he wants about Iran's right to have nuclear power... but will he support Israels' rights to defend itself? Will he support a preemptive strike?

Without US assistance, the only way that Israel can be sure that Iran doesn't build and use a nuke against them is to use one of their own first. That would be a HUGE problem not only for Israel but for us. However, it might be the only choice they have if they wish to continue to be a country.

I cannot see a happy outcome anywhere on the horizon.

I'm not sure what the procedures are for granting these licences. Your mention of 2007 takes it back well before Obama's time, and that does, in fact appear to be the case, i.e.it usually takes quite a bit of time.
