Is credit card bill emergency bill? Obama to sign Friday.

According to this article, Congress sent the credit card bill to Obama today who is expected to sign it Friday. It looks like the bill will not go into effect for 9 months.

What about posting the bill online for 5 days allowing people to read/comment like he promised?
