California voters soundly defeated a slate of special election budget measures Tuesday, a decision that left Gov. Arnold Schwarzenegger and state lawmakers holding virtually nothing but a scalpel to deal with California's $21.3 billion shortfall. "The choices facing the governor and Legislature are daunting," said Jack Pitney, a political science professor at Claremont McKenna College in Southern California. "Democrats have taken heat for accepting spending cuts. Certain Republicans have taken heat for accepting tax increases, and the heat's only going to get more intense this summer."

on the beck show night before last, he stated that there were 5,000 retired california employees receiving over $100,000 in retirement benefits per year and the city of vallejo went bankrupt for the same issue - retired employees receiving upwards of $125,000 per year.

I know one of them. When he told me what he was making I almost shit myself.

I know another retired person receiving a state sponsored pension who is receiving 110% of his salary in retirement.

I think we need to start at STOPPING all entitlements to illegals and their famalies.

There is 9 Billion right off the bat.

i know ALOT of retired government employees - some go out at 70-90% of their working salaries - tax free i might add. with medical, dental and vision. all union driven.

How do they manage "Tax-free"? I thought only medical retirements were tax free.

lipz - thing is...they won't cut the fat - they'll cut the lean. i've worked in cali budgets and when the lean needs more personnel they ignore it and hire more fat.

I voted against those propositions knowing Arnold just cut a deal with CA corporations that allows them to determine what tax rate they will pay on out of state sales, or at all .

So the Republican Governor gave corporations a tax break while trying to impose a tax hike on individual citizens.

That is what is wrong with California - we have an inexperienced, incompetent Republican Governor who drove this state into the ground with his cult of personality.

I agree with this but with the caveat that medical attention is always a human right.

Once the individual has fully recovered, we can bill (or reduce grants) to which ever country they are a national of and deport them respectfully not criminally.

The CA taxpayers sure delivered a resounding "NO" last night to all but one of the propositions on the ballot. Thank God Proposition 1A (among others) went down in flames. The Sacramento politicians and Governor Arnie would have taxed Californians into oblivion had they passed.

One of the biggest irritants to me is to have to pay California state sales tax on anything I buy online. Oregon doesn't charge state sales tax for items purchased online and probably many other states don't either but California taxes you every which way they can. If anything, last night's voting results send a LOUD message. Let's hope Sacramento paid attention.

Oregon has no sales tax, so of course it doesn't.

It was known that this special election would fail, just like last time. That is why Arnold was out of town. So he would not be around to wallow in his shame.

Arnold has no control of the legislature. He cannot even control his own party which acts like a cabal with the 2/3 majority and their no new taxes mantra.

Arnold and the republican legislatures are simply not doing their jobs negotiating in honesty for the betterment of the State. They are ideologues. That is why Arnold was forced once again to go around his own party and go directly to the people.

By requiring a 2/3 majority for passage of a budget the republicans could and did control the majority of the budget. All they had to do is stall until the budget was overdue and the bill collector was knocking on the door. Then just to keep CA running with a good credit rating the Democrats caved every time and pulled whatever tax increase they were seeking.

Those evil Republicans. If only they weren't so intransigent, those responsible Democrats could raise taxes whenever they want, and bring back fiscal sanity.

This is, I think, a watershed news story. California with its celebrity governor, and well publicized budget issues is an indicator of where the nation writ large is headed. I owned, until last year, a small business in Orange County, and I closed it primarily because it was more of a hassle to maintain a business presence in CA than it was worth. I also own a small business in NY, and believe it or not, CA is much worse than NY.. (and that's saying something)

People of all political leanings are becoming less and less trusting of their political leadership. After the weeks if not months of very public and acrimonious debate over this issue.. the voters in CA voted a resounding "NO." You cannot just keep raising taxes and growing government.. a lesson that we're going to learn one way or the other nationally.

I'm hoping, and cautiously optimistic, that the voters of the US are going to send that message in 2010. We're not Europe, we don't want to be Europe, and the politicos in both CA and Washington need to figure that out.

By the way.. the voters may not elect Republicans to send that message.. the government grew more under Republican leadership than it did under Clinton... so that's not firm ground to stand on.. The moderate and fiscally responsible dems may in fact hold the keys to stopping the Obama train to stagflation. The republicans, despite the outcry and ridicule of the Obama press, do seem to be returning in principle to small government ideals.. but the blue dog dems may beat them to it.

I'll be happy either way.. just stop the rush to socialism and European style irrelevance and complacency.

Everybody wants to cut taxes and cut other people's benefits until they see thier own benefits get cut. Missouri just passed a law exempting a certain percentage of retired military income from state income tax. Folks here at the office complained it was not more. I was rather unpopular when I said I would have voted against the tax exemption. Some of them were big tea bagger supporters. What they were really saying was, give us an entitlement that other people don't get, but don't expect us to have to pay for it.

Until we address entitlements, including government retirement plans, we have two choices: deficits or more taxes.

No doubt there is "fat" in the budget. The problem is, even with yesterday's vote, the coming cuts will not necessarily be focused on the politically protected "fat". California's government will be in financial straits for years to come. But even with that reality, the quality of life in most of the State is better than most everywhere else in the U.S. Can't beat the climate. Can't beat the natural beauty (from Yosemite to Big Sur, from the beaches of SoCal to the Redwoods and Sequoias). And most importantly, can't beat the easy going progressive mind set generally exhibited by most (though not all) people.

I did vote no on everything but holding up pay raises for legislators while there's no budget. That took some thought. The UU legislative ministry felt that penalizes people who stick to their principles. Then I thought that budgets are generally held up by Republicans, Republicans have no principles and being in corporate pockets anyway, don't depend on their state salaries for their cars and vacations. So I voted yes. So did 75% of other Californians. herm

I dont recall ANYONE here asking for that..you MIGHT BE right..but then we would have to have a parade or something since you being right is so rare..

Arnold has been going about this with the same damn deficit--only now it's 21 billion.

Arnold compounded things like allowing 3 billion to go for stem cell research--our taxpayer dollars for something that should come form the private sector.

The legacy retirement plans are out of whack. Making more when you retire than when you were working is horse manure. They over promised and the politicians delivered the deals so they could be elected.

Here in San Diego--the mayor proposed that the three unions that run the city get 6% pay decrease across the board.

All three agreed. It was better to take the hit than have massive layoffs.

They should be doing the same in Sacto.

Obama will make up the difference with Federal tax money and then California will be told exactly what to do just like the automobile industry. The whole plan is to render the 10th amendment irrelevant that being said at least the citizens of California voted and were heard loud and clear too bad the politicians don't give a damn how you feel or vote this is not over...

Arnold ran as a reformer. He reformed nothing.

He could have addressed the 2/3 budget requirement but did not because it would have weakened the republicans.

He could have reformed the private prison system who has been under a consent decree for not providing adequate care for prisoners.

He could have reformed Commercial property taxes with an adjustment to Prop 13 creating revenue.

There were a lot of things Arnold could have done.

What he did was cancel a great revenue generator in the car tax (calling it reform and not a tax break) and that is where we took the hit. If that tax was never repealed we would not be in as deep a hole as we are now.

Davis was far superior to what we ended up with.

I don't think so. I'll even call bullshit on your statement. If California goes under that does not mean other states will. Some states follow the novel ideology that you can't spend what you don't have.

Before you give Arnold (RINO) all of the credit, he had some help from people who most of you call honorable politicians around the state. Arnold is just one person. The California congress could force his hand anytime they wanted. Whatever happened to "Together we stand, divided we fall," or "Team win, Team Defeat?"

The sad part, it's not just California that finds itself in this bind. All of these states that are having problems are Blue states. Oh there is a common denominator, most of these states in trouble are Democrat states. I have no doubt there will be a bailout for these states because they are TOO BIG to fail.

Texas isn't having any of these problems that these states are creating for themselves. In fact, there have been companies relocating to our state. Why would they do that? Mainly because they are being nickled and dimed to death in the states they were working out of. These states need to fail so they can learn what fiscal conservative means. They need to learn that they have to live within their budgets. I don't see Sean Penn donating a couple of million to the state of California to fix their problems. Actually, the people have spoken, don't ask us for help, you created the problem, you deal with it!

Maybe California should look at Texas policies and adapt a few because apparently they are doing something right!

You miss the point. Govt. work is relatively cushy in CA. It's hard to get fired, you get a shitload of days off work, plenty of OT for those who want it, and the retirement benefits are like nothing seen in the private sector except for a few - which, in most cases isn't even dependent on portfolio performance!

CA requires an Estimated State Tax which is for all businesses since the beginning of time I suppose.

It is $800.00 and for the priviledge of working in CA.

You pay it every year and they'll apply it as a credit to your state income tax bill for the following year.

You never see a refund though if your state income tax bill is say $139.00.

And you have to pay it again for the following year.

As for Arnold--he is a disappointment.

That's what we get when a liberal pretends to be a conservative.

He didn't get any help from the state gov't legislators.

As for reforming Prop 13--that's in the constitution.

The 2/3 budget requirement is in the constitution as well.

As for the prison guards--hey they are talking about selling San Quentin. That will be reformation as those guys will no longer have a job.

And DC is really happy about the emissions BS for cars.

Well it seems I was correct about the budget deficit. The LA Times today states that the repeal of the care tax is in direct correlation to our increased debt.

Another person who has no clue about California politics. The Democrats in the State legislature have overwhelming control of State politics. Arnold is not a real Republican. Seriously, he is out championing Global Warming car emissions standards and voted along with the unions in the last slate of propositions.

California is in this mess because the Democrats have OVERTAXED its citizens and corporations, the most taxed across the board in the country and even a majority of Democrat voters were against the increase in taxes on the last group of propositions. Companies have left California in droves. Add to that, all the incredible spending. 50% of the California budget goes to Education and California is one of the top 10 economies in the world. The teachers are paid 35% more than the average salaries for teachers nationally. I knew a teacher in Temcula, California that pulled down over $100k. And the Democrats still feel there there is not enough money for schools. Democrats have guaranteed that state workers CAN'T lose pension money in the market (everyone else's 401k can lose money) and if they do, the taxpayers will guarantee the losses!!! Democrats guaranteed that illegal immigrants get in-state tuition in college, free healthcare and free education. 25% of inmates in California are illegal immigrants and Democrats do nothing about it but want to give them more! Make no mistake that California is in this mess because of the Democrats and their socialist policies.

Plus you have state workers in California making bank and they have exhorbitant retirement plans that are so solid that taxpayers by law have to pay for any losses CALPERS (state employee pension fund) takes in the market.

Arnold is a horrible governor. He always talks about cutting police and fire protection and never talks about cutting beaurocratic costs such as his buddies who he places in state jobs making six figures. 35 people on Arnold's staff make over $100k/yr and 21 aides make between $90k-$99k/yr.

I Know 2 people who receive California state sponsored pensions and they both receive more than 100% of their last year's salary. Granted this is because of longevity, but is still unacceptable.

Bullshit. So Ahnold cut those taxes and reduced the States income. If the Dems in power had tried to cut spending to compensate for the reduced income (which those Republican 6 would not have opposed) and the deficit still rose, you might have a point.

Lets try an analogy to show what I mean.

Say I make $100,000 a year after taxes. Normally during a year I have $40k in hard expenses like mortgage, insurance, electricity, etc. In addition I donate $10,000 to charities, $10,000 in entertainment expenses, $10,000 in extras (like that new plasma TV), a $10,000 dollar vacation, and $20,000 in long term investments.

Now, say the my employer cuts my pay to $80,000... but I foolishly decide to keep my same budget.

Is that $20,000 deficit my employers fault? Or is it my fault for choosing a foolish economic practice?

What you people fail to understand is this is the "Shock Doctrine" perpetrated by Arnold to gain the high hand in negotiations due to his lack of vision in eliminating the care tax which put us in this deficit to begin with.

The car tax eliminated 3.5 billion a year for 5 years which left a gap of $17.5 billion out of a $24 billion dollar deficit. We should only have a deficit of 6.5 billion which is nothing in today's dollars.

Now - I ran a CalWorks Program in Van Nuys, CA which had a total of $110 million in state and federal grants. Let me ask you this?

The money in CalWorks does not go to the family. Let me repeat that. THE GRANT MONEY DOES NOT GO TO THE FAMILIES IN THE PROGRAM.

The way it works is money is paid to a child care provider for attending the child so the parent may either job search, job retraining, or education which leads to a job.

Now imagine the harm to the local community if $110 million where removed from that community?

Multiply this by all the counties in California.

CalWorks is more than a welfare program. It creates jobs. Real jobs that make most recipients self sufficient. Supports communities by circulating money throughout the entire community.

In short, eliminating welfare will deepen and extend the financial crisis in California.

Here is more food for thought. What do you think will happen if our republican Governor eliminates the "Healthy Family" low income insurance program.

Say a poor kid gets sick, does not have insurance, goes to the ER because they have no insurance. The hospital will enroll that child into Emergency Medical to recoup the costs.

So, instead of providing insurance to limit the state liability, the state will pick up a higher cost through ER treatments that will be billed to Medical. Still under the auspices of the State at a higher costs.

Does that make any sense?

If Emergency Medical is reduced the hospital will have to eat the bill which will put too large a financial burden on the hospital and it will close, creating more debt and more unemployment.

If you take a pay cut and cannot afford all the luxuries you afforded before then your spending is the problem. You have to make choices and decide what luxuries will you give up. Don't go banging on your neighbors door and hand him a bill for your lack of fiscal discipline.

Since people were not paying the tax for their own cars due to the eliminated car tax which cost the state 17.5 Billion dollars, by your logic each individual should be forced to repay the tax they neglected.

Fine send me a bill, I'll willingly pay it instead of taking food out of the mouth of a child or denying them health care.

Reality check: It's doubtful, when looking where to cut, CA will look in the "income" column.

Arnold already reduced benefits and made it harder to qualify.

The Chamber of Commerce will not allow the republican governor to pass those costs onto businesses which is where it would lay without SDI.

It would also eliminate the need for the State Fund SDI insurance Corp. and it is a cash cow as you must have SDI to do business in CA and most businesses use State Fund.

When I was based in California as an airline pilot, I lived in Colorado. I owned 2 properties in colorado, 3 cars all in colorado. California sent me a nastygram telling me I failed to pay California income taxes and handed me a bill. California is desperate!!

I agree with you on this. The bureaucracy needs to be cut before programs. That IS the problem, too many people with nothing to do so they sit around thinking up of ways to screw the people.

I have noticed gas is on the raise also. It has gone up .20 cents in two weeks and nothing in the local news about it. Squeeze people with cost, then offer them the solution of gas efficient cars that cost more.

This had to be done...The legislature needs to wake up and do its friggin job. Arnold needs to quit worrying about how cool he looks and do his friggin job!
