Are you a responsible parent who started early saving for your child's college education, possibly in a state sponsored tuition prepayment fund? Hold onto your hat because the economic "downturn" just took a turn for the worse in your little corner of the world. The trust fund backing Alabama's prepaid tuition program is down 45% since mid 2007.

I worked in Alabama for many years and this thing (PACT) was always available. It was even used as a recruiting tool. The program was/is considered to be a big success.

I never invested in the program, because i was just starting out, but lots of people could and did. I was thinking that those same people that invested then are probably at just about the right age to need it now.

If you had asked me yesterday, I would have told you that the program was a state guaranteed program. Hell, we even had someone come in our office and everybody signed up like good little sheep. I felt shame that i couldn't afford it.
