This person should be brought to justice, but I don't feel this is reason enough to delay "normalizing relations with Cuba." I feel for this officer's family and I do not deminish the seriousness of the crime, but I don't agree with holding up improving the lives of thousands of innocent people simply because Castro did something horrible. No offense is meant by this and I hope people understand here.

It would be a great goodwill gesture by the Cubans to send this guy back. He should be brought to justice.

That being said, if we had normalized relations a long time ago we'd probably have an extradition treaty with Cuba right now. So I don't think delaying normalization further really serves any constructive purpose.
