I'm sure this is probably a dumb question to those who are well-versed in these things, but are hydrates (ice-like crystals) similar to actual "ice" (frozen water)?

When I first saw this article one of the first things which came to mind was whether being able to prevent hydrates from forming on the inside of oil pipelines could somehow also be applied in preventing regular ice from forming on the wings of planes -- the cause of so many accidents. Just wondering.
