The reason is to squash out debate over whatever the measure is.

When the prescription drug program was going into effect (another govt blunder by Bush) they had days of debate with anyone coming up to talk about what they wanted.

Not here with the Dems--no debate over the health care program that is in the 3.5 Trillion dollar budget for 2010.
