Since a civil war brought down Somalia's last functional government in 1991, the country's 2,000 miles of coastline -- the longest in continental Africa -- has been pillaged by foreign vessels. A United Nations report in 2006 said that in the absence of the country's once serviceable coastguard, Somali waters have become an international "free for all," with fishing fleets from around the world illegally plundering Somali stocks and freezing out the country's own rudimentarily-equipped fishermen. According to another U.N. report, an estimated $300 million worth of seafood is stolen from the country's coastline each year.

Corporations prefer working in the vacuum created by weak governments, both foreign and domestic.

My intent for posting this article was not to condone the behavior of the Somali pirates. It was more to point out that these people have few alternatives and this is in fact what the choices have been reduced to, for some. Much as when unemployment increases in the U.S., so does crime and the prison population. Sometimes the criminals are out of other choices. It doesn't make their crimes right, it simply makes them understandable on some level.

In reading the posts to this thread, what I am astounded by is the lack of sympathy for the plight of the Somalis. Rather than discuss the difficulty that has forced some of these people to piracy for their livelihood several here seem determined to pass judgment and render punishment upon them for their crimes. If this nation were reduced to anarchy, as some here believe may happen and has happened in Somalia, I wonder how long it would take some of you too turn to crime?

While I don't believe the piracy should continue, isn't the piracy merely a reaction to their larger problems? Has your compassion for other humans around the world been reduced to attempting educate them through punitive means, rather than even trying to help them find long term solutions? From the looks of it, the best solution to solve Somalia's problems according to some of you would be to simply exterminate Somalis.

Bruce, yes they have - and I was thinking about that when it comes to a functional Somaii Government. Enough time's gone by, enough money is being made that there will be a fight against a Government. More likely any government that would form would be extremely corrupt. I don't see any great solution to this happening anytime soon.

You are right. The US hasn't contributed much in the way of inventions and techonolgy. It has all come from Africa in the past 300 years.

Unless you believe they are lesser beings than other humans and more like animals responding by instinct, then you have to concede that they had millions of options available to them.

Human history is very long. Power vacuums have existed many times and people have responded many different ways. That these people have responded this way is entirely on them. Blaming "the situation" and not the criminals is a historically ignorant cop out.

The whole arguement is a strawman. Even the Libertarians always list law enforcement and military as two of the vital functions of governments.
