Tell Me something. The Defense Department has been working on radio waves or some such shit that when directed at a person heats their bodies up and makes them temporarily dead. Why couldn't they use these on those Merchant ships?? It's nonlethal so ports of call can't claim they are deadly weapons. I think it would work greatly.
