You don't need to visit subSaharan Africa to find entities that can't self-govern. Try jurisdictions that have fallen prey to black political control. Detroit is an example.
But wait, that is not because it is under black governance, but only because those governing "happen to be" black, and that is an irrelevant footnote to what is occurring in the city.
The blinders people wear are interesting as they demonstrate that they are conditioned to obscure reality. We are one race, the human race. So ohat. Dogs are "one race." But there are many breeds with different characteristics and predispositions from poodles to pit bulls to dobermans. And there are different characterists distributed among members of the human race with overlap.
If I were recruiting a group of sprinters from 10,000 randomly chosen blacks and 10000 randomly chosen whites, I'd bet the farm that the black sprinters would be a far better team.
If I were recruiting engineering candidates from 10000 of the smartest pygmies or Bushmen and 10000 randomly chosen Danes, I'd bet the farm that the Danes would be far superior. Oh, the median intelligence point for pygmies and Bushmen is 60.
If I chose a basket ball team from among 10000 of the tallest pygmies and 10000 randomly chosen Watusi, I'd bet the farm on the Watusi team.
We are not "the same" even though we are all members of the human race, and the expectation that outcomes and governance would be "the same," or that in the context of a techologically-scientifically based society, all groups would function at the same level is a consequence of being misguided by ideological precepts to the deorogation of reality.
