Kansas has suspended income tax refunds and may not be able to pay employees on time, the state's budget director said Monday. The state doesn't have enough money in its main bank account to pay its bills, prompting Democratic Gov. Kathleen Sebelius to suggest transferring $225 million from other accounts throughout state government. But the move required approval from legislative leaders, and the GOP refused Monday.

Sounds like Sebelius is breaking the law. I'll bet she wishes she was part of Obamateur Hour's cabinet right about now.

But she's not. Which suggests that--until now--she didn't have a problem with income taxes.

That's a great angle, if you think about it. Demtards don't pay their taxes. And even if they occasionally do, they don't want you to get your refund.

Good thing for Larry he's not working and wasn't expecting a refund.

Anyone that lives in Kansas, credit your 2008 refund to 2009 and reduce your state withholdings accordingly for 2009.

I live in Calif, I should have done that. Hindsight is 20/20.

There is still time to adjust your withholding down to what 2008 tax actually was. That way there is no overpayment of 2009 taxes.

Now we're seeing the best reason why people should make sure they are not having more withheld then they owe. Stop trying to use the government as a temporary savings account every year. They don't even pay interest! I'd much rather keep as much as I can without paying penalties and write them a check on April 15th.

Start demanding payment in gold or silver. The US dollar tanked again!

This is a warning about the risks of using tax withholding as a means of saving. The only safe way is to adjust withholding so you owe them at tax time.

Rightisright - Sebelius had done intra-fund transfers before. As had (Republican) Graves before her. Pretty much an annual phenomenon in the month or two before April 15th.

The legality questions are interesting. But, they're mostly playing games because Sebelius is being shopped for jobs in DC.

Kansas is a backwards state no doubt about that.

New Jersey did something like that once. It was an election year so they held on the the refunds until October. They didn't film the Soprano's here for nothing.

As a fellow resident of Kansas (not by choice; my dad just died of cancer so I'm back helping pick up the pieces), I fully endorse this statement.

Quite fittingly, Topukea KS is arguably the most screwed up of them all.

We've had some truly strange superlatives throughout the years - we had Brown v. Board; we've got that wonderful fellow the Rev. Phelps (his "compound" is located fewer than 3 miles away from here); the Topeka zoo was the first to breed bald eagles in captivity (or so they claim); finally - apparently one of our Taco Bells was the highest-grossing franchise in the country for at least one year.

Oh, yeah, and apparently we've been in competition for the #1 spot in per-capita violent crimes for a number of years (although we may have dropped out of the running recently).

Good times here in the asshole of Dumbfuckistan.

Don't know if this was directed at me or not, but I'll go ahead and take this one anyway.

Yes, this is true - but for whatever reason we Topukeans keep most/all of our Mexicans, blacks, and other minorities neatly segregated on the east side of town. Our truly gritty backwood-redneck-types seem to stay further out of town where the buses don't run (as if we had a "real" public transit system - lol). Can't say I know how this happened, but that's how it is.

However, if it weren't for my dad finishing his residency, and subsequently working at
Menninger's (back in the day when it was *the* place to be if you were in the mental healthcare field), who knows where I might be today.

But - I survived at Topeka High School throughout my most impressionable years (mostly by hiding away in honors/AP classes and being scared to death of the mari-ju-ana). I have my parents to thank for this, as they gave me innumerable outstanding opportunities.

Even if that doesn't sound like much to the outsider, I consider it to be an accomplishment. Too many classmates lost to uselessness, drugs/alcohol, crime, gang violence, etc...

I have been to Topeka a few times for work. I remember meeting a girl that was employed as a stripper in Topeka and Emporia. She made for good company. I also ended up going to the best buy in Topeka.

I personally don't see any redeeming value in 3/4 you have listed.

HOWEVER - although I'm not at all into rap/hiphop/whatever, I REALLY admire Eminem for his willingness to speak his mind and tell anyone who doesn't like what he says to go fuck themselves.

He's got just as much of a right to say whatever crosses his mind as anyone else in this country; I'm glad various touchy-feely PC groups haven't been able to shut him up.

He pisses off both the right and the left, and I think it's absolutely hysterical when someone starts BAWWWWWing over what some nasty rapper said in his latest track.

As often as people try to categorize him into this-or-that naughty group, he just won't fit.

Juvenile, dirty, foul-mouthed, etc...yes, he is all of the above. I think he's been quite callous in dealing with touchy PC subjects such as homosexuals, and others.
