They talked for about one whole week, only because the first vote failed. Yes, they added some "conditions" which should have provided transparency and use limits. But Paulson and the usual gang of idiots and crooks in the White House changed the bills language in a few critical subtle ways which rendered Congress's conditions impotent. I paid quite a bit in taxes last year, and got some back. Families that are doing worse than ours pay FICA taxes and state taxes and sales taxes etc., but get most of their federal income taxes back in a refund.
