The article says that all interrogations must be conducted according to the Army Manual. That book includes 10 pages of classified rules on 'enhanced interrogation.'

The article says nothing specific about torture, what is permitted and what is not. So most likely it will still be possible to sprinkle water on someone's face.

No, the president understands that the rest of the world isn't quite as stupid as TH1INC. He knows most of the world will understand that this means we will still go after terrorists but we won't become like them while doing so. Its the "sent to other countries" category that worries me. even if they are put on trial and imprisoned you never know when they are going to be released because some Mullah says Allah wants him free.

what acts of "torture" were committed that wasnt viewed by members of the dem party on trips to GITMO? remember if it is in the army field manual it isnt torture, so will "O" have it rewritten to include waterboarding?

Not at all. As you said, there was blame to be had in many pockets. The leading actor either Bush or Cheney took by their exalted positions, a larger share of the blame. Pelosi need to be booted just as badly.
