The president can put anyone he wants in those positions, congress just confirms that they are legal Americans not in violation of the constitutional requirements.

I thought the Confirmation hearings not only dealt with Constitutional requirements but also if He or She is fit for the position sought and that there are no conflicts of interest to the United States. Am I wrong on this??

You neglected to mention that almost all of it is funded by private contributions. At this point only $15 million in federal funds are designated for the inauguration. The declaration of emergency by Bush only frees up additional funding, if needed.
