You could start with every contractor in the state of Illinois that didn't get a job because they didn't give enough money to the governor's campaign. Not to mention the rest of the Illinois population, who were deprived of the services of an effective governor. He ruined more than a few bills that the state senate and house had spent weeks on by demanding they add bullshit to help his friends or his image.

Nope, it's sort of analogous to the grand jury process where the GJ decides if there are grounds or evidence that warrant a trial. If the State House decides to impeach someone it's similar to a grnad jury returning a true bill of indictment.
