It does vary somewhat from location to location. But in general a plumbing company must be licensed as a business and a plumber must be individually licensed to work on his/her own. Plumber's helpers don't have to be licensed, but are only supposed to work under the supervision of a licensed plumber.

Most industry set those standards to insure their workers, achieve benefits, craftsmanship, etc.
