I believe you are Canadian? Didn't Canada recently pass a similar law which restricted free speech in Canada to some degree?
Canada has, embedded in it's Constitution, "The Canadian Charter of Rights and Freedoms" which supercedes our earlier Bill of Rights.
While Free Speech is the first ammendment in the US Constitution, it's in the second Section of TCCoRaF.
The second section giveth and the first taketh away or at least reserves the right to limit free speech according to "reasonable" legal limits.
1. The Canadian Charter of Rights and Freedoms guarantees the rights and freedoms set out in it subject only to such reasonable limits prescribed by law as can be demonstrably justified in a free and democratic society.
Bill C250, which is wot Spud believes you are referring to, is a controversial bill in that it essentially gives religious anti-gay free speech a pass. This has, of course, ruffled more than a few feathers in the athiest/agnostic and especially Gay/Lesbian communities.
The Preamble to the Canadian Constitution played a large factor in that decision as it simply reads...

/The Canadian Christian Heritage Party (essentially Canada's answer to yer fundy crowd) have tried to make political hay outta that pre-amble as have various Muslim groups.
The restrictions to free speech in Canada at present include "incitement to genocide" (which you really can't argue with) and against inciting hatred towards any "identifiable group" which is a bit trickier. An 'identifiable group' is defined as "any section of the public distinguished by colour, race, religion, ethnic origin or sexual orientation." But there are exceptions to that even including A) "Truth" B) "Subjects of public debate" and of course the trickiest of them all C) "Religious Doctrine".
Essentially the controversy boils down to this...

Does Religious freedom of expression include the right to incite hatred of gay folks or justification of unequal treatment.
The jury, as you can well imagine, is still out in terms of the court of public opinion up here in the GWN.
