Nobody has really figured out how to deal with these hostage situations. Sometimes rescue attempts work, and sometimes they don't. The fact that the Israelis have been successful has not stopped terrorist attacks from happening. There really is no universal solution to solve the problem.

As for Carter, at least he tried to execute a rescue mission. Reagan never tried to rescue the hostages in Lebanon and a couple of them got executed. And of course when the embassy got bombed, we bugged out with our tails between our legs. Clinton got a lot of crap for pulling out of Somalia after he realized it was not worth losing any more lives, but Reagan seems to get a pass on the great Lebanon bug out. Furthermore, the US troops killed in Somalia went down fighting while trying to grab a war criminal. The Marines in Beirut died in a building they never should have been in, protected by guards without ammo in their weapons.

you forgot one very important aspect

when they are shooting these rockets they are hiding like the cowards they really are behind women and children and then when israel responds and those women and children are hurt or killed, then all of the anger is diverted towards israel
