Amy Goodman reported a student messing up one of Bush's final give-aways, auctioning off public lands to oil interests by making high bids with a paddle. By the time anyone got wise, they had to scrub the auction and start over, which won't be possible until Bush leaves office.

The OCC has been in existence since the Civil War. Its mission is to ensure the fiscal soundness of national banks. The IBC count relies on the operative word: Documented.

Try conducting a census over there. I'm sure you'll produce 'documented' numbers that in no way reflect reality.

No one will know exactly how many civilian deaths were caused by the occupation until years and perhaps decades down the line.

Besides, 100,000 dead isn't exactly something to cheer about. The figure is abhorrent in itself and belies the human tragedy of displacement, refugee camps, and the 'undocumented' deaths.

Every once in a while an article surfaces revealing a new previously unknown mass grave. People just get disappeared when it's convenient and are never documented.

A sky high number of 1 million dead may seem abstract and unrealistic, while a 'paltry' 100k is within reason, it remains to be seen the final tally.

From IBD:

* IBC's figures are not estimates' but a record of actual, documented deaths.
* IBC records solely violent deaths.
* IBC records solely civilian (strictly, non-combatant') deaths.
* IBC's figures are constantly updated and revised as new data comes in, and frequent consultation is advised.

Now, those talking about the 1 million dead figure are speaking about estimates, because it is impossible to have an accurate picture of civilian death in a current war zone.

So, to compare the IBC 'documentation' of dead civilians to the 1 million dead estimates is literally comparing apples to oranges, or in this case estimates to documentation.

It is not mutually exclusive to the IBC figures which rely on documented evidence. However, kidnappings and disappearances cannot be included when there are no bodies to count.

BUSH AIDS PLAN, LIKE SO MANY OF HIS PLANS, IS "SMOKE AND MIRRORS" "But for Bush's words to translate into an effective AIDS plan, the Administration will have to reverse course on a number of its policies. Of primary concern is the Administration's record of duplicity on AIDS funding. As Africa Action director Salih Booker points out, the White House uses "Arthur Andersen-style accounting methods, counting old money several times and using projections for sums that don't yet exist" when announcing "new" aid packages. This isn't the first AIDS smoke-and-mirrors ploy from this Administration. In June Bush announced to great fanfare a $500 million initiative to reduce mother-to-child HIV transmission in Africa. But just weeks earlier he had personally intervened to reduce the mother-to-child funds in a bill sponsored by, of all people, Jesse Helms. The treatment-access group Health GAP reports that this initiative has yet to receive any funding and is tied up in budget negotiations.

Equally troubling is Bush's decision to bypass the multilateral Global Fund, instead earmarking 90 percent of new funding for bilateral aid agreements with fourteen African and Caribbean countries. Bush's announcement couldn't have come at a more critical time for the fund. Having just awarded $866 million in its second round of grants, the fund reports that it "lacks the resources to approve a third round of proposals." According to the fund's Anil Soni, it needs at least $6.3 billion over the next two years. AIDS activists have called on the United States to contribute $2.5 billion of that sum, but the Administration plan offers a mere $200 million a year.
