Panco - I believe so. I'm not really sure what the rules are but we always hear anecdotes about people who were doctors or engineers in other countries who come here and have to drive a cab until they can get their certifications straightened out.

Actually, I've met seven of those people, who've had that "problem" for years.
And the thing is, if they could took 3 months worth of class and pass a few exams, the "degrees" would count here. In every case, all 7 of them, the issue is that they are unable to pass these tests.
While one can argue that I might have magically met 7 exceptions to the rule, I'm guessing that's not the case. I'm willing to speculate that the real reason this is so prevalent is because a lot of overseas universities are just diploma factories, and don't actually teach the subject matter anywhere near as well as American universities.
The fact that I, who is ONLY qualified as an EMT (if I hadn't let my cert expire) had to help one of said "Doctors" with his mother's IV meds and explain to him how one properly CLEANS AND DRESSES A FUCKING WOUND sort of reiterates to me that this may, in fact, be the case.
Our primary schools may suck ass compared to the rest of the world, but apparently our postgraduate types kick ass, and have for a very long time.
