CalifChris there are two reasons I can think of. 1 Not enough Republicans would vote to impeach. and My theory is Who is Dubya's Dad?? Bush41 of course. what was He before He was Vice President and Subsequent ly President?? Head of the CIA. The other day someone made an interesting comment, that in a parliamentary system this would not be sustained for long, the president (head of state) would disband the parliament, call for new elections, the people would vote and the party or parties that won a majority would form a new government and pick the prime and other ministers.

In a presidential system like ours, you have to wait until the appointed election time even if 100% are against the president.
