And, to the extent the Sunnis see we won't or can't protect them from the Shia government we alternately support and despise, US casualties are coming back in as well.

We take some of the Sunni players out of the game for the short term by paying them not to kill our soldiers.

But those same Sunni players don't want to be controlled by a Shia-dominated government, and that Shia-dominated government views those Suni players as at least a potential threat to its dominance.
