This is actually what we need, as long as Congress, and the Executive monitor AND control it. There is always the ability for people to 'take advantage of a situation'!

It IS codifying what was on the books for over 15 years, which causes me to wonder why this has not already been accomplished?

I, for one, do not care if someone checks me, I am almost sure, there is nothing hiding behind my bushes (pardon the pun?). It is a necessary evil, and will help us, if handled properly! We trust(?) these people to tax us, tell us what we can and can't do, so why not to perform this function!

Place adequate controls on it, create a special committee to monitor it REGULARLY, and change it as technology is enhanced to fully conform with current norms! Should be good to go!

The terrorists have demonstrated numerous times worldwide that they are determined and suicidal enough to use whatever means they deem necessary to achieve their goals. If you think that just because they've only succeeded in a large-scale effort to terrorize the U.S. domestically on 9/11 that it won't happen again you are pulling the wool over your own eyes.
