Make that one and only one village. Most have a huge surplus. More than enough to go around.

I realize it's not the officers who make the rules, but it is strange that the people who confiscate them then turn around and most likely, take them home.

Let's be honest here cops are shitbags. Many feel they are above the law. Whenever one fucks up. Say beats a victim, bad shooting, dui, etc. The cops close ranks to protect.

Cops are shitbags, they do act beyond the law for their own gain. Of this there is no doubt.

Not all cops are shitbags, but they are human. And we do tend to gravitate toward the path of least resistance. Bewteen that and the near zero amount of oversight,(thin blue line, judge trials, and a poor internal affairs bureaucracy)it's not shocking that some cops abuse their authority.
