Relations between germany/france and the US have been extremely strained. By speaking there, proposing a better relationship, shows that we're ready to make up with those countries we haven't gotten along with too well over the past 8 years. We don't just speak to our best allies---we speak to everyone and try to improve the relationships that aren't in the greatest terms.

The fact that Germany only had 1800 troops in Afghanistan shows what happens when we don't have a great relationship. We need more help from countries such as Germany. After WWII, the world helped Germany become the free state it is today.

The thought that we should look down upon and not speak as friends to the countries in Europe because they haven't "sacrificed or fought anywhere near the level of United States" is the exact problem Obama is trying to fix. This arrogant idea that the US is the leader of the "cool table" and you need to earn a seat while kissing our ass for being invited to sit there is utter bullshit. Reagan's military spending spree may have been a minor inconvenience for the Ruskies but the downfall of the system was due to the actions of many brave, anonymous individuals, virtually all of whom lived on the BAD side of the "wall" and none of whom lived in Washington, DC. It can be argued that American military spending actually extended the reign of Soviet tyranny. It gave them an enemy to rally around.

The "Ron is God" theory also assumes that had the Soviets not been forced to blow so much cash trying to play keep up with the US, well, by gum, they would have had that much more available to invest in the welfare and well-being of their loving citizens.

Could it be something similar to the State Department issuing a directive last week right before Obama left on this trip that Embassy's were to offer only minimal assistance to traveling candidates, even though they issued no such directive prior to McCain departing on his overseas trip last month?
