It was an explosion of the center wing fuel tank that brought down TWA 800. Yet the possibility that a small bomb such as Yousef designed was the cause was considered "unlikely."

The Navy doesn't "test" missiles off of Long Island. They might be able to quash disclosure of a failed test, but not one that shot down a civilian aircraft and caused the deaths of hundreds of people. Someone on that crew would have gotten the word out, or simply gone public.
