If you disbanded the American military, fired all the police and set up a foreign power's military in the US as the rulers you would have several groups form. Group one would cooperate with the foreigners, group two would fight against the foreigners and their collaborators and three the criminals who just see an opportunity.
Soon you would have collaborators being murdered, non-collaborators being killed by the foreigners, and criminals killing anyone and everyone.

They have offered Pakistan a joint investigation of the incident, so it might have been a honest mistake in the fog of war. Such mistakes have happened before.

Hell, not so long ago, they even tried to land 2 F-16s on one of our motorways, thinking it was a runway. They realized their mistake in the last seconds and went away.
