I just looked at it. It's another undergraduate survey, this time about an aspect of black experience. Surveys like this are typically what UG's do when they have no serious research ideas and can't find a collaborative advisor. Remember she would have been 21 or 22 at the time and went to HLS right after this so she can't complain.

Anyway, note that this copy appears to have been scanned through OCR software that gave 2 inch margins and totally screwed up the formatting in many of the pages. She indicated via the page numbers in the contents that the original paper is 66 pages.

To lend credence to your logic, one would have to assume that most taxes are paid by dems. RIGHT! Take NY. 1/3 of the people in NY City are on medicaid. Are they paying taxes? I think not. Enough money passes through NYC to carry them and exceed the cost. When the doers stop doing, that 1/3 will be screwed. They will vote to keep that check coming.
