There are (plenty) of Republicans in suburban Illinois. Part of redistricting is to corral your opponents into certain districts where they are the large majority, so you can carve up several districts where you have a small majority. And, if you're going to "preserve" a Republican seat, you'd do it for an old influential opponent (Hastert) who brings plenty of money into the state.

Don't they teach gerrymandering 101 any more?

Every CD in IL is gerrymandered, which is why the D/R split usually changes little (Melissa Bean being an exception). I live in CD17, the old Lane Evans seat (now Phil Hare's). The Repubs couldn't even take it when Evans was barely able to function from his Parkinsons'. For the Dems to flip this seat is an accomplishment.
