The Associated Press contacted each state agency that oversees juvenile correction centers and asked for information on the number of deaths as well as the number of allegations and confirmed cases of physical, sexual and emotional abuse by staff members since Jan. 1, 2004. According to the survey, more than 13,000 claims of abuse were identified in juvenile correction centers around the country from 2004 through 2007 -- a remarkable total, given that the total population of detainees was about 46,000 at the time the states were surveyed in 2007.

Predators gravitate towards working at places like this.

The sentences that are handed out to those tiny fraction who do get charged are an unfunny joke.

Barely a slap on the wrist.

This is a system in crisis.

All this shit does is insure that cycles of abuse continue to grow and pass on down to future generations.

forgive me if i'm not too sympathetic, but it seems parents are not doing their jobs, otherwise, why would there be so many children in these detention centers?

it is a vicious cycle if we believe we can "un" parent children and then expect the rest of society to conform.

there are sick people in the world who will prey on these unfortunate children - perhaps we're looking in the wrong places for answers?

having worked in the welfare and prison system for a number of years, i can tell you nobody's offering definitive answers as to how to combat this and stop it. as a society, we seek to put a bandaid on everything rather than find out WHY such atrocities come to be.

No one is asking you to sympathize with the PARENTS, fool. I doubt there are many kids in the system who had much in the way of a family structure at all.

Obviously something's gone very wrong in a young person's life if they end up in detention. If ever there was a time to focus on rehabilitation rather than punishment, it's now, when they're still young enough to turn their lives around. In a couple of years, they'll just be one more repeat offender spending half their lives in prison, and accounting for 80% of all crimes. How much loyalty do you think these guys will have to a system that allows them to be beaten and raped?

Besides, when the state takes custody of someone, they have an moral responsibility for some aspects of their lives. The judge sentenced them to be imprisoned, not sexually assaulted and abused. Maybe we can't do a lot about what happens in "society", but if we can't control our own prison guards, we deserve what we get.

Realy low life and smart-assed teens gravitate towards being locked up in these facilities.

Amazing how all the Republicans cling to their only sarcastic comeback: "It was Bush's fault."
